I am not the user (FatherMackenzie) who reported this on stackexchange but I can confirm the behaviour.
The attached screenshot is of the upper right corner of my screen, the approximate dead (unclickable) area is marked in red

As far as I'm aware, eOS is up to date on this system, today (Fri Dec 11th 2015) I've run sudo apt-get update followed by sudo apt-get dist-upgrade
Thanks for your time looking at this, I use elementary OS for everything so the fix is important to me.

EDIT:
Dec 15 2015. I don't seem to be able to reproduce this bug now. The only change to the system that I'm aware of (I've not used apt-get for instance) is that I edited the plank config file so that it docks on the left of the screen rather than the bottom.
EDIT:
17 Dec 2015. Nope, dead area is still there, it just disappears after a reboot for a while.
