no such id: bootstrap_keystone in gate failure reporting

Bug Description

The gate failure reports unrelated "no such id: bootstrap_keystone" error when the ansible deployment fails before the bootstrap_keystone container is up:

The gate failure is pretty much just a stub at the moment, we need to improve it.
