Bug Description

As seen in
    http://reports.vapour.ws/releases/3421/job/run-unit-tests-win2012-amd64/attempt/1705
The test fails with
    userdatacfg_test.go:558:
    assertScriptMatch(c, scripts, test.expectScripts, !test.inexactMatch)
userdatacfg_test.go:696:
    c.Fatalf("could not find match for %q\ngot:\n%s", pats[0].line, strings.Join(got, "\n"))
... Error: could not find match for "install -D -m 644 /dev/null '/etc/juju/publicsimplestreamskey'"

This issue looks similar to another bug that was fixed. We know this issue directly relates to
    https://github.com/juju/juju/commit/7c29e54c03226806f9c5d5f6e97b537463b55cd1
