hp-firmware doesn't offer firmware download

Bug Description

"hp-firmware -s 001:010" doesn't show dialog which would guide you through downloading of missing firmware.

"hp-firmware -dhp:/usb/HP_LaserJet_P1006?serial=xxxxxxx" opens "HP Device Manager - Download Firmware" dialog and let you download it (as well as "hp-firmware -pHP-LaserJet-P1006").

I'm using Fedora 23's hplip-3.15.11-3.fc23.x86_64 (see https://bugzilla.redhat.com/show_bug.cgi?id=1033952).

"hp-firmware -g -s 001:010" returns:

error: Firmware file '/usr/share/hplip/data/firmware/hp_laserjet_p1006.fw.gz' not found.
error: Firmware download failed.

I misinterpreted the download word here. hplip uses it for downloading existing firmware file into the printer, I thought that it will download it from Internet.
