Unable to change wallpaper(background) from custom section in system settings

Bug Description

After changing my desktop background using a custom image, my desktop stays black. I was able to change using tweaks and wallch, but not from default system settings.

I dunno if it's relevant but the only important change I made before this happen was install the hardware enablement stacks from Vivid (kernel and X).

I'm affected too. Fully updated 0.3.2.

Switchboard failed creating the .local/backgrounds folder. I tried again after creating it manually.
This time the image file was copied successfully and dconf was updated accordingly, as I confirmed through dconf-editor.

Still the background would not change or go black. Manually changing the dconf background path to ~/Pictures/myimg.jpg worked just fine though. My first guess was some kind of owner/permissions issue, but I couldn't fix it via chown/chmod.

Actually both custom and Pictures folder do not work in loki beta. It changes login greeter background but not desktop. Only workaround is to use gsettings on the command line

I confirm that this works intermittently. I am now stuck with an ugly wallpaper. It seems that unplugging and plugging a secondary screen back changes the wallpaper.
