    devstack: Avoid relying on Q_AGENT=openvswitch for ML2

    Move a few functions from devstack/midonet/functions to
    devstack/functions so that we don't need to use them
    from openvswitch_agent.

    Also, tweak the sample config so that devstack doesn't pull
    openvswitch_agent.
