[BDD] Instance locality filter enable as default

ENVIRONMENT: MOS 8.0 ISO 275

STEPS TO REPRODUCE:
1. Deploy 8.0
2. Create environment without BDD
3. Deploy environment
4. SSH to controller
5. Open /etc/cinder/cinder.conf

EXPECTED RESULT:
scheduler_default_filters=AvailabilityZoneFilter,CapacityFilter,CapabilitiesFilter

ACTUAL RESULT:
scheduler_default_filters=InstanceLocalityFilter,AvailabilityZoneFilter,CapacityFilter,CapabilitiesFilter

If we restart cinder-scheduler InstanceLocalityFilter will be enabled

As was discussed with Sahara team, this filter should be enabled when Sahara is used and when Cinder Block Device is used.
