Bug Description

OTA8.5 hotfix image from rc channel and the latest image r199 from channel: ubuntu-touch/rc-proposed/bq-aquaris.en

Steps to reproduce:
1. Reboot device with location detection enabled from location indicator
2. Launch Here Maps or Google Maps
3. Make sure you can get a location fix
4. Disable location detection and the location option displayed as "Off" from System Settings-->Security & Privacy-->Location
5. Re-launch HERE Maps or Google Maps and switch to another place
6. Tap positioning, also can get a location fix, need to reboot device

The failures happen all the time when switch location detection from On to Off,
Sometimes, also happen when switch location from Off to On at present.
