Bug Description

According to my own calculations, https://review.openstack.org/#/c/252961/ change provides 3 times speed up, on setups with a real data, it's around 2 times speed up. We definitely should backport this change in every branch of MOS.

Add Cached loader for templates

This patch adds the cached template loader to our TEMPLATE_LOADERS
setting.
