[nova] Instance is not shutoff if nova-compute was stopped for a long time

Instance is not shutoff if nova-compute was stopped for a long time

Continue of case with bug https://bugs.launchpad.net/mos/+bug/1524238. I mention it's steps as a precondition.

Precondition:
    * Choose instance and detect compute which manages it
    * SSH to compute and stop nova-compute with 'service nova-compute stop'
    * Wait for 2-3 minutes
    * Proceed to Horizon and click 'Shutoff instance'
    * Check that no error is shown, instance has not changed its state
    * Wait for 1 minute, proceed to the nova host again (where 'nova-compute' is not running)
    * Start nova-compute with 'service nova-compute start'
    * Wait for 5 minutes, check that instance has not changed its state and still accessible using webconsole at least.
    * Try to shutoff it again, with working nova-compute

Steps to reproduce
    * Ensure that nova-compute is up and running on that node
    * Try to shutoff instance again
    * Wait for 5 minutes
    * Check that instance is not shutoff
    * Try to shutoff an instance on another node and check that it succeed

Expected result:
    * Both instances has to be shutoff

Real result:
    * Only one instance on another (unaffected) node was shutoff
    * Instance on affected node is still up and running

ID of instance which is still up and running is '39d5f023-4103-4e11-9ba5-ca86d1803453'.
ID of instance which was shutoff successfully is '4f0696bf-b419-46b2-b9c2-f5697a9a6f51'.
