Please sync golang-golang-x-tools 1:0.0~git20151026.0.0f9d71c-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * New upstream version.
  * Updates now that cover and vet are also part of the main golang distribution.
  * Disable two slow tests that time out on some builders (godoc and go/ssa/interp).

These were changes I made because we uploaded Go 1.5 before Debian. Now we no longer need the delta.

This might only migrate with bug 1524165, I'm not sure (the Go update won't migrate without this but should with -- I haven't checked the other way around though)

I think merge-o-matic is confused, that was not a change I (deliberately, anyway!) made in my upload to wily -- it was only changed to an all package in Debian in October, well after the upload to wily. Changing it to an all package is clearly the right thing, so even if it was something I changed, we should change it back!
