Bug Description

Praneet debugged the following issue on 2.21-14

heat stack-deletes were failing:

root cause:

Deepak,
  The latest stack-delete points to a bug. A subnet get happened after the subnet delete. We should handle it as “Subnet not found” instead of just bailing out. Here is the diff. Please file a bug and we will put the fix in.
