Bug Description

We need automation of manual case "Ban all l3-agents and then restart the last one" which should check North-South, East-West connectivity and situations with and without floatings: (https://mirantis.testrail.com/index.php?/cases/view/542605)

Is https://mirantis.jira.com/browse/QA-409 public and available everyone from community& I do not think so, so please do not paste here link/data that is not available by default for everyone. Please update the issue with relevant data
