please import Prospector from Debian

Hi,

for some reason the new package of Prospector in Debian (https://packages.qa.debian.org/p/prospector.html) hasn't been imported into Ubuntu yet while it's in some time now. Please import that into Ubuntu, it's a very useful Python static code analyzer which wraps many individual tools. As far as I'm seeing this over, the dependencies are available.

it was already imported, see https://launchpad.net/ubuntu/+source/prospector/0.10.1+git20150706.a00e191-1

(but it fails to build, which is a different issue)
