Drop python 2.6 from tox.ini and setup.cfg

1. ) We can drop "python- 2.6 " as of this wiki page. https://wiki.openstack.org/wiki/Python3
       It states that openstack liberty is targeted for python 2.7 and python 3.4. and also that python 2.6 will not be
       supported after liberty.

2. ) And also one more change that is useful is " To change from ``www.openstack.org`` to ``http://docs.openstack.org/developer/solum/`` in solum/setup.cfg

    Remove py26 from tox.ini and setup.cfg

    As of https://wiki.openstack.org/wiki/python3 openstack
    is targeted to py34 and py27 and also dropping py26
    for mitaka. And also added solum docs in setup.cfg

This issue was fixed in the openstack/solum 4.1.0 release.
