Interface Packet Capture does not work

Bug Description
When starting packet capture on interface in contrail, packet analyzer starts and show wireshark but no packets are captured. I tried tcpdump on tap interface of analyzer instance, but noting comes.
I have seen this behaviour since 2.1 release and now I am running 2.21.
Next problem is that once interface packet capture instance is created, it can't be delete. There is no option in UI to delete this instance. When it is deleted from OpenStack nova, it recreate itself again. Only one option is to remove service instance object from contrail API.

This bug was recreated internally on 2.20 build 110. Running packet capture from Monitor-->Debug works correctly; its only when its triggered on a specific tap interface that this issue is seen.
