network-manager fails to connect on wakeup

Bug Description

Occasionally when I wakeup my notebook from suspend, no Wifi connection is established:
- sometimes it is sufficient to toggle the Wifi block to reconnect
- once or twice a week I have to restart the network-manager to regain Wifi connection.

- 07:06:51 toggling Wifi block does not help
- 07:15:16 toggling Wifi block does not help
- 07:15:56 restarting network-manager reestablishes wifi connection
