Bug Description
I had a couple of nodes in READY state and I wanted to deploy them, but they were still powered on.
I selected "Deploy", and they transitioned to "Deploying", but then nothing happened.
I would have instead expected one of two things to happen:
(1) The node should have been automatically rebooted (best UX)
(2) MAAS should not have allowed me to deploy that node
This is a bad thing because (for example) if juju acquires a READY node that is already powered on, it will simply time out.
