Bug Description

The Signal waiting point countdown (activity mode) starts when the train stops. However the waiting point expiration check is suspended if the train creeps, and is resumed only if the train stops again. This is against real world.

Fixed (only for player trains) in x.3335. AI trains must not creep.

I don't particularly like the player-train exception, nor the fact that (per forum post) the internal dispatcher state changes anyway. This seems like the wrong solution to the problem to me.
