upgrade couldn't find software that came with 14.04 so it could not upgrade them

Bug Description
When I tried to upgrade my computer to Unbuntu 15, the upgrade program said that it couldn't upgrade because some key components of Unbuntu14.04 were missing, leaving them some things that could not be upgraded.

I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy.
