database purge doesn't work if analytics-api service is restarted during purge operation

Bug Description

If the contrail-analytics-api service is restarted/stopped during the purge operation, then subsequent purge requests returns status as 'running', but purge operation doesn't start. This is due to old purge info remaining in the redis.

database purge code will be removed as part of https://bugs.launchpad.net/juniperopenstack/trunk/+bug/1677694. Hence, marking it as "Won't Fix".
