[system-tests] Incorrect configuration for template tests

Bug Description

For some cases we use outdated configuration 3ctrl_3comp_ceph_neutronVLAN:
https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/run_tests.py#L27-L38

we have to replace its by https://github.com/openstack/fuel-qa/blob/master/system_test/tests_templates/tests_configs/ceph_all_on_neutron_vlan.yaml

Due to this issue, some jobs don't run tests.
