Webhook creation got wrong URL

Currently when creating a webhook, a URL is created but it is not what we desired.

The url is something like:

 http://192.168.11.81:8774/v2.1/d59cb05324954496b86475cc9afbbd65/webhooks/d2a23df5-052f-4b19-bf09-bcc299b137a4/trigger?key=gAAAAABWXpwm34tEdGwtM8vr6ly-fseovLYLdALaQIxqR2L8-cWFQjr_uLET2U_fH9NdXKW1OuK_xqEr9eKz9Ze-3IhD979UCFN_fRa8RaeDtiTU0ToYtH2e1pS_JEtJv05qJ0MhpcoO

Notice that the PORT number and VERSION number are all related to Senlin( in fact it's Nova).

    Webhook creation refactor

    Currently when creating a webhook url, the service_get
    logic is wrong, this patch will fix it.
