Metering not configured for all-in-one DVR job, failing tests

It looks like the metering setUpClass is trying to register metering resources before checking if the extension is actually loaded (Which is a separate bug in the tests). Another test fails showing that metering is not configured:

Metering seems to be configured fine both in the non-DVR job, as well as the multinode DVR job.

This may be the offender: https://review.openstack.org/#/c/243949/. Not sure why dvr-multinode would work but regular dvr wouldn't.

That's because offender change touched tempest-dsvm-neutron-dvr (single node) only, and the service configuration for multi node lives in devstack-gate? Wild guess...

Talked to clarkb about this, will propose a patch shortly to remove code submitted in https://review.openstack.org/#/c/243949/ so this doesn't happen again
