Nova client incorrectly lists block storage size units in GB

Bug Description
Both Horizon and the nova client documents the block storage size parameters in gigabytes(GB), when it should be in gibibytes (GiB).
Both the cinder and manila clients and associated Horizon panels have been changed to address this issue. Nova should follow suit for consistency.
