Server Manager Upgrade from R2.20 to R2.22 gets stuck on WebUI

Bug Description

Server Manager upgrade from version R2.20 or R2.21 to R2.22 gets stuck at install of contrail-web-core package due to over write of webui config files waiting for user approval.

Solution:
use: apt-get -y --force-yes -o Dpkg::Options::="--force-confdef" -o Dpkg::Options::="--force-confnew" install during install.
This will force overwrite old config files with new without waiting for user input

Issue also seen on mainline.
