    Set dashboard path for stable/kilo to '/'

    After I6fbca5cea9e44df160afbccc71bd045437657320 devstack installs
    horizon in with /dashboard/ path by default. Before (i.e in stable/kilo)
    it was installed in / which causes stable/kilo client/dashboard gate to
    fail (gate-murano-client-ubuntu)
