CentOS7 master node deployment failed - cobbler failed to start

Bug Description

When deployed on a host with one HDD drive master node frequently fails to deploy because of timeout when checking cobbler container for readiness. This never occurred on a node with SSD or HDD + SSD caching.

Environment - a system with HDD, virtualbox installed.

Steps to reproduce:
1. Download FUEL ISO, clone fuel-main repository
2. Run launch.sh
3. Wait when master node is deployed

Expected result:
* master node deployed successfully (no critical errors in /var/log/puppet/bootstrap_admin_node.log)
* slave nodes started

Actual result:
* master node failed to deploy, in /var/log/puppet/boostrap_admin_node.log there are retries during 'dockerctl check cobbler' until maximum amount of retries (80) is reached. After that deployment fails.
