on the desktop, an icon hides another icon

Bug Description

An icon can be inadvertently dragged on top of another icon so as to cover it completely causing it to all appearances be "lost".

This should not be possible.

General comment: In upstream we are not interested in bug reports about older versions like 3.10 which are not supported anymore by upstream developers, hence it would be great if reporters in Launchpad using such older versions were not asked to report this bug upstream, in order to save their time. @Sebastian, or you could make the effort to check the feedback of Ubuntu users in Launchpad by confirming first that it's still a problem in 3.18, before asking Ubuntu users to spend time reporting such issues upstream. Sounds better to me than your proposal. :)
