MIsmatch in keyboard input with external USB keyboard

Bug Description

If you've a USB-keyboard attached to your laptop and somehow you've CAPS_LOCK ON on your laptop's keyboard, it'll take inputs even from USB-keyboard as "ALL CAPS", despite whatever the state of external keyboard's capslock.

Somehow I find this disturbing as I didn't realize after typing password wrongly (according to linux mint 17.2). My laptop's caps_lock was ON and I didn't see that.

However, on my attached microsoft wired 200 keyboard, I didn't see any caps_lock on. So i kept typing my password and it said wrong. After noticing that laptop's capslock was on, I realized that if laptop's capslock is on, it takes all inputs as CAPS which is upsetting for me.

WHILE TYPING THIS, LAPTOP'S CAPSLOCK IS ON AND EXTERNAL KEYBOARD'S CAPSLOCK IS OFF. STILL EVERYTHING IS IN CAPS.
