[monasca-api] metric-statistics with end_time equals start_time does not respond "400 Bad Request"

Bug Description

When metric-statistics with end_time equals start_time received, python monasca-api responds "200 OK" instead of "400 Bad Request".
Thus tempest test "test_list_statistics_with_end_time_equals_start_time" in test_statistics.py fails.
