Bug Description
At some service providers usually with prepaid sim if you turn on data it will deduce ~2 Euros/day if you start using data network. Now, it is a bit embarassing if you do not want that, yet it will happen as on a freshly installed ubuntu touch (on mako) the cellular data is on by default. I think it would make sense to keep it off by default and then it can be turned on when it's needed.
It is really a minor thing but worth considering.

Perhaps it should be an option during the setup wizard. If its off then a number of users will think there is an issue as they would expect it to be available.
