Bug Description

New release of keystonemiddleware pins 'requests' requirements to <2.8.0, see https://review.openstack.org/#/c/246651/1/requirements.txt
This breaks gate-fuel-web-python27 gate job, which currently installs requests 2.8.1

Gate works fine, we can see results gate-fuel-web-python27 on review for example https://review.openstack.org/#/c/254713/
