Bug Description

CI: https://product-ci.infra.mirantis.net/job/8.0.system_test.ubuntu.plugins.thread_db_separate_services/49/testReport/(root)/separate_db_service_controller_shutdown/

It looks like function assert_ha_services_ready doesn't wait until OSTF HA tests pass.

Looks like issue isn't reproducible
