ooi fails if no image service is configured

Bug Description

If glance is not configured, a query (i.e. GET /-/) fails as it is not able to contact the image server.

Even if the service will be unusable (no images will be found) we should not fail.

Hi Alvaro,

I think it would help understanding / reproducing the bug if you tell more explicitly what you mean by "glance is not configured".

For example, is just shutting down the glance service sufficient to reproduce ?

Or will it need to remove statements from nova.conf to achieve reproduction ?

Hi Vincent,

the bug only appears if you haven't configured an image service to be used by nova (i.e. in nova.conf IIRC), so the bug will only appear in testing environments, as no production environment should exist without an image service.
