users.desktop and time.desktop are not translated

Bug Description
when i debuild this project, i found that there is a translated users.desktop in src/users/, but in *.deb, i found the desktopfile is not translated,and when i want to install users.desktop(which i have changed), and modified debian/*.install, it does not work.
