Provisioned node can not be deleted from environment without deployment

Steps to reproduce:

1. create default env and add a node
2. start node provisioning from CLI
3. after the node will be provisioned, select the node and click Delete button in node management panel, then confirm deletion in the pop-up

Expected result: the node is deleted from environment and returned to the pool of unallocated nodes
Actual result: the node is stiill in environment and marked as 'pending deletion', that requires deployment to delete such a node
