fuel-devops: install.py contains not all requirements

        'factory_boy>=2.4.1',
        'pytest>=2.7.1',
        'pytest-django >= 2.8.0',
        'mock>=1.0.1',
        'sphinx',
is imported inside at code, but not declared at setup.py

Attn: lxml is require, but should not be declared at setup.py due to usage of lxml by OS and potential conflicts!
