Bug Description
The fix for bug 1500392 replaced 'ovs' with 'openvswitch' in containers for the open vswitch daemons.
While this improved consistency, it had the side effect that now kolla-build openvswitch and kolla-build infra also build neutron-base and neutron-

I really dont this this is a bug to be honest. After giving it more thought this is just a poor regex on the users part (perhaps you mean in the kolla-build.conf as well?)
Using a proper regex to match just what you want works. For example: '^openvswitch' vs 'openvswitch'
