rsyslog image should be part of 'infra' build profile

Bug Description
The rsyslog image is currently part of the 'default' and 'gate' profiles.
However, as ansible deploys openstack services with syslog enabled, it is a required infrastructure services and should be therefore in that group.
In my specific case, I have a custom profile with a minimal set of openstack services, and I'm building in this way:
kolla-build infra
kolla-build openstack_lite
In order for kolla-ansible deploy to suceed I need to build rsyslog separately:
kolla-build rsyslog
Definetely not a big deal, but it also makes sense (imo) to have rsyslog in the infra profile.
