[CI] Changelog

Please add page/changelog with important changes to CI (zuul, Perestroika, Jenkins, new Jenkins jobs, Gerrit, etc.) as a single source of important changes.
Preferably with RSS/Email notification support.

I guess it is very important and will save from tons of questions.

We will start from publishing weekly git log from three main repositories: jenkins-jobs, zuul-layouts and puppet-manifests

We need a simple script to create the aggregated log

When CI team implements/changes some important and/or critical functionality, we often send email about such changes.

Our repositories are also available for everyone.
And it's very easy to look through the changelog at any time from github

I believe that compiling "best commits of the week" and sending them by email will still too much time from CI folks and we could spent our time on something more useful.
