Bug Description
User manager is broken on Linux mint 3.13.0-24-generic
the same symptom - create user - reboot - you will see login name but unable to login.

Reassigning to Mint for now. Please provide the exact version of user-manager that your Mint release ships, then we can see if this is an ubuntu-wide issue or specific to Mint.
You can determine the package version by opening Konsole and running:
apt-cache policy user-manager
