Missing python-ironicclient v0.3.3 in repository

This issue is blocker for successful building of custom MOS 8.0 ISOs with OSTF tests for MOS Ironic.

Add centos6/python-ironicclient-juno repo

 Package python-ironicclient can't be build for
 mos8.0 centos6 since code in openstack/python-ironicclient
 is liberty. Which requires *oslo and python libraries
 liberty versions. On mos8.0 centos6 all python libraries
 and *oslo are juno.
 This repo is needed in order to build python-ironicclient
 for mos8.0 centos6 juno (0.3.3) version
