VMware: metadata definition for QoS resource allocation

Nova VCDriver supports QoS resource allocation for memory, disk and vif in addition to cpu [1].
Resource allocation can be expressed using shares, limit, and reservation. Administrators can configure these properties using flavor extra specs or image metadata.

This lite-spec is for adding metadata definition for both flavor and images in Glance.

The list of metadata properties to be added:
disk_io_reservation, disk_io_limit, disk_io_shares_share,
disk_io_shares_level, vif_reservation, vif_limit, vif_shares_share,
vif_shares_level, memory_reservation, memory_limit, memory_shares_share,
memory_shares_level, cpu_reservation, cpu_limit, cpu_shares_share,
cpu_shares_level
