Bug Description
When the VN forwarding mode is L2_L3, DM configures an IRB interface and drops it in the L3 VRF. Now, if the forwarding mode of the VN is changed to L3, the IRB interface itself is deleted, but the reference to this interface inside the L3 VRF is still present.

Another side affect of switching the mode back and forth is the leaking the IRB IPs. The IRB interface reference and its IP should be freed when mode switch happens to l2 or l3 from l2_l3.
