[users-admin] Changing smb workgroup always hard, sometimes impossible

Bug Description

If, and only if, you have the full samba installed, you can go to:

System, Admin, Shares, Add (or properties on an existing share), General
settings, OK, Cancel, Cancel.

Otherwise, you can't change it at all. This is bad. In the old days
networks-admin made this very easy, I can't really see why this was changed.
