00_setup.sh which runs system host commands needlessly bootstraps an env.

There should be a way to tell amulet that a tests/00_setup.sh has only host commands and does not need to bootstrap an environment before executing. This wastes my time. I do not like my time wasted.

It should be a documented anti-pattern to use a tests/00_setup.sh which has only host commands. A makefile which executes host commands to install amulet test requirements could be the preferred means of configuring the host under test.
