Admin_State option in create-loadbalancer is missing in API Reference

LBaaS v2 Create LoadBalancer does not have the admin_state option in the request parameter table, though it exists in the argument list in the Neutron Client.

(As for further reference, not needed unify at this moment)
you can unify the bug report with "provider" issue
   https://bugs.launchpad.net/openstack-api-site/+bug/1516904
since these are same API operation problem.

    Add admin_state_up attribute to Create LoadBalancer

    The API Reference guide does not mention the admin_state_up
    attribute in the Request Table for LBaaS v2 Create Load Balancer.
    The following patch adds this information.
