Do not configure parameter rabbit_ha_queues in OpenStack components config

Version: 8.0

Currently our puppet manifests configure rabbit_ha_queues parameter for some OpenStack services. See the full list on my environment at [1] (note - I don't have every service enabled).

As it could be seen in hint string [2] that will add "x-ha-policy: all" argument to the queues. But according to [3] that argument does nothing starting from RabbitMQ 3.0.0. So we should just stop putting it in the config files.
