Existing env is not updated after installing a plugin

Bug Description

1. Create new environment by default
2. Install any plugin (for example, detach-keystone)
3. Existing environment is not updated after it. User can see plugin in Settings tab only in other new environment

I think that user should be able to enable plugin in existing environment, especially after resetting of existing environment.

No. We have gaps in our current plugins implementation. Both these bugs are known gaps. I hope we have a blueprint for it. I'll check.
